is used only whenever we request archive/restore/handover/rename/share/unshare, etc. but not when we register Data or Collection. So, I'm not sure if we want to distinguish between two types of exceptions, one ClientActionError which is only for actions, and one called ClientError which is more general and used for Data/Collection/Project/Metadata.
