Issues with RoiSet exports

Christopher Randolph Rhodes requested to merge dev_3dseg_bug into staging

Corrected issues that appeared when using a 3d label mask:

  • exception with zero-length dataframe
  • 2d TL patches just don’t focus, non-responsive to focus method, but zi in DataFrame seems correct
  • mosaic of exposure in patches due to in-place rescaling of overlapping slices
